I purchase a new house and there was a solar panel contract that was not transferable that was part of the purchase. The past owner had an outstanding balance that took time to resolve. After 20 months I received a bill for the first time that included late fee. I was told "sending a bill was courtesy" and the amount was due immediately I live in CT. Can anyone tell me what the law is in regards to this?
