Inquiry about contract breach for low-income housing

I want some legal advice to know if this is a breach of contract. I am living in a low-income housing where my rent is paid based on my social security. My social security was increased and I forgot to tell the company in charge because I was in the hospital for two months. I can't provide the name of the company in charge because it is a private company and it is not important.
