I would like to file arbitration against Citibank. I was charged a couple of over-limit fees for a non-Citibank atm. As promised, any fee charged would be reversed since there was a non-citibank within my local area. However, the fees were not waived. I was charged. I suffered a loss due to fees making me unable to pay bills as agreed.
