I have a question about real estate. I'm looking to purchase 3 parcels of land in Humble county California and wanted to know if the previous owner had racked up over 900,000 in fines for not cleaning his premises if that fine remains with him or will it be transferred to me the new owner?

I was advised by the real estate agency that the fine remains with the previous owner but I wanted to seek legal advice on this. The previous owner has not complied with the courts paying the fines and two years later he is putting the land on the market and I just wanted to know if that amount will be transferred to me? The supervisor said there are two stages. Stage A and stage B and because this was in stage A and not so detrimental it stays with the previous owner.
